LAWA MATOC for Program Services
The Los Angeles World Airports (LAWA) MATOC for Program Services is a $950 million, multi-award task order contract (MATOC) supporting the implementation of LAWA’s $30+ billion Capital Improvement Program (CIP) at LAX and Van Nuys Airport. As a prime contract holder, D’Leon Consulting Engineers (DLCE) leads comprehensive PMCM efforts to support airside, landside, terminal, and intermodal development initiatives, including projects tied to LAWA’s Airfield and Terminal Modernization Program (ATMP) and preparations for the 2028 Olympic and Paralympic Games.
DLCE’s role includes project management, stakeholder coordination, BIM and technology integration, and supporting sustainability, permitting, and digital innovation across program areas. In 2025, DLCE began deploying staff to key initiatives, including a BIM Administrator/Technology Innovation Developer focused on implementing digital workflows via platforms like Autodesk Construction Cloud (ACC). DLCE also contributes to research and development efforts, creating project-specific tools to improve data sharing, team collaboration, and infrastructure delivery outcomes.
