D’Leon Consulting Engineers (DLCE) is thrilled to announce the opening of our new office in Houston, Texas.

This expansion marks a significant milestone for DLCE as we look forward to bringing our expertise in civil engineering and project management to the vibrant Houston market.

The new DLCE office is located on N. Sam Houston Parkway, just 3 miles from the airport!

We spoke with Tusi Partsch , one of our key team members, about the new office and the opportunities it presents. Reflecting on her career, Tusi shared, “I’ve worked on some incredible projects with some of the most talented people I’ve ever met. Two of the most notable projects were working on the rail project in Oahu, Hawaii, and the California High-Speed Rail Project in Sacramento, both of which provided valuable experience in large-scale infrastructure development. These projects sharpened my skills in managing complex, impactful initiatives, and I see similar opportunities for D’Leon to contribute to Houston’s dynamic growth. The city is expanding rapidly, and there are immense possibilities.”

When asked about what excites her the most about opening an office in Houston, Tusi expressed, “I’m excited to have the opportunity to work in my hometown. After contributing to major projects in other states, it feels incredibly rewarding to bring my experience back to the city where I was born and raised. Houston is such a vibrant and diverse city and I’m excited to build strong connections with local partners and contribute to the city’s continued growth.”

Regarding the goals for the new market, Tusi highlighted, “One of our primary goals is to establish D’Leon as a trusted partner, driving innovation that enhances the quality of life in Houston.”

DLCE is eager to contribute to Houston’s growth and development, leveraging extensive experience across transportation and infrastructure mega-programs to enhance local projects. The new office will serve as a hub for innovation and collaboration, allowing DLCE to better serve clients and create new opportunities in the region.

D’Leon Consulting Engineers provides planning, environmental preparation, civil engineering, program and project management, and construction management support services to both public and private sectors. We specialize in capital improvements, including transit and rail, active transportation facilities, airports and terminal construction, streets, highways, and complex engineering projects. Notably, DLCE's role in the California High-Speed Rail program involves handling civil engineering, construction management support, right-of-way, utilities management, and third-party coordination for HSR, ensuring compliance with Authority goals through stakeholder coordination and issue resolution.
