At Phoenix Sky Harbor International Airport (PHX), critical infrastructure must work seamlessly within a complex, active aviation environment. D’Leon Consulting Engineers (DLCE) is supporting the Terminal 3 North Concourse 2 (T3N2) program through civil engineering, utility design, and agency coordination.

DLCE’s PHX experience includes two distinct assignments supporting the C-Point and Gate 141 areas and the new terminal, providing our team with direct experience working within the airport’s infrastructure and approval environment.

Integrated Civil + Utility Design

For the C-Point and Gate 141 areas, DLCE provided water and sewer design services, including coordination for utility sizing and development of utility plans and sewer plan/profile drawings. Our team advanced the work through multiple design stages, incorporating updates as the design progressed.

For Terminal 3 North Concourse 2, DLCE’s responsibilities include civil site and utility design supporting the new terminal, including domestic water, fire water, and sewer systems.

Together, these assignments demonstrate DLCE’s ability to integrate civil site infrastructure and utility systems within the technical and operational requirements of an active airport.

From Design Through Approval

Delivering airport infrastructure extends beyond design. Projects must navigate agency requirements, technical

reviews, comment resolution, approvals, and permitting.

At PHX, DLCE has coordinated with the City of Phoenix Water Services Department, Maricopa County Environmental Services Department, City of Phoenix Planning and Development Department, Phoenix Fire Department, and other applicable authorities having jurisdiction.

Our team coordinates requirements and review comments and incorporates agency feedback into the design to support the approval and permitting process.
