Domingo Leon, PE
Domingo Leon was the founder and principal engineer of DLCE. Under his leadership, DLCE played an active role in the development of major transportation, water, and public works projects across Southern California. Recognized as an experienced and reputable small business in Los Angeles and in Southern California, Mr. Leon was always proud of his team's professional civil engineering.
Before DLCE, Domingo's career included working for a global infrastructure firm where he engineered major underground rail systems in Madrid, Caracas, San Francisco and Los Angeles. He was also appointed and served as Vice-Minister of Transportation and Railways for the President of Peru and held other high-level government positions that focused on infrastructure development in transportation, water, dams, nuclear power plants, among other projects across the world.
Mr. Leon believed in remaining close to minority communities, helped lead the way for small businesses to have opportunities in Los Angeles and always prioritized hiring locally which that legacy continues until today.
